After days of complaints from US and North Atlantic Treaty Organisation officials about a lack of cooperation and risky maneuvers by Russian warplanes, Russia’s Defense Ministry offered to hold another round of discussions with the Pentagon on avoiding a midair disaster or a hostile encounter involving their fighter jets, drones and other aircraft over Syria.
Russia appears to be establishing what amounts to a “front line” extending from the city of Hama to the port of Latakia, where Russian warplanes are operating out of an expanded air base, according to a senior USA defense official who spoke on the condition of anonymity to discuss apparent Russian military moves.
The Observatory said 37 Russian air raids hit on Wednesday alone.
Another four Islamic State fighters were killed in the strikes Tuesday near Raqqa, the eastern city which has been the group’s stronghold in Syria for the last two years.
“Besides using aviation to destroy militants, this morning ships from the Caspian Flotilla were brought in”, Russian Defense Minister Sergei Shoigu told Putin during the televised session.
The Britain-based Syrian Observatory for Human Rights said a government offensive began early Wednesday on four fronts in Idlib and neighboring Hama provinces in what the group’s director Rami Abdurrahman called “the most intense fighting in months”.
Military sources said army commanders complained in a letter sent to Abadi in early September of inadequate U.S. support in the battle for Iraq’s biggest refinery near the town of Baiji, a focal point in the campaign to dislodge Islamic State. ISIS is one of several acronyms for the Islamic State; ISIL is another.
He took issue with what he said were suggestions in the news media that the United States was cooperating with Russian Federation on Syria. Russian officials have said the incursions happened by mistake.
“We continue to believe that having these talks with Russian Federation about air safety would serve a useful objective,” he said.
McCain, who has long promoted deploying US ground forces to fight Islamic State militants in Iraq and Syria, criticized the way Carter and other members of President Barack Obama’s administration have responded to Russian activity in Syria, saying “everybody knows that Russia is winning”. Rebels have controlled areas on the highway since 2012.
The U.S.-led coalition has been routinely conducting airstrikes on Islamic State militants in Syria.
The latest developments - exactly a week after Russian Federation began launching airstrikes in Syria - add a new layer to the fray in the complex war that has torn this Mideast country apart since 2011.
Davis said that USA and Russian military officials would hold a second round of formal talks aimed at keeping their forces in Syria from interfering with one another, a process known as “de-conflicting”.
A Pentagon spokesman, Navy Capt. Jeff Davis, says he could not provide details, including the number of times this has happened. He urged Moscow to respect Turkey’s airspace, saying the country would not “make any concessions” on its border security.
Carter had called on Russian leaders to discuss Moscow’s military activities in Syria, reflecting urgent concerns about Russian aircraft violating Turkish airspace. But a spokeswoman for the foreign ministry, Maria V. Zakharova, said on Wednesday that Russian Federation had never made a secret of its policy of aiding the Syrian military.
