Earlier, city officials sought to dispel rumors the Columbia was on the verge of running out of water. Those pipes will allow the city to pull water directly from the river, without relying on the canal that normally feeds the treatment plant.
Benjamin said the city has reduced the transfer over the past several years.

The sheriff said the decision to evacuate was based on the recommendations of engineers at the dam. Officials are scrambling to build a rock dam to plug the holes.

Authorities are ordering people living near a compromised dam in the Columbia area to evacuate immediately.
“We have thousands of people that won’t move”. Police say the evacuation order affects 1,000 homes.
In two of the most recent storm-related deaths, deputies said the pickup’s driver went around a barricade and plunged into the water at a 20-foot gap where pavement was washed out.
Rescue crews used boats on Sunday to evacuate the family of Jeff Whalen, whose house backs up on Gills Creek.
The University of South Carolina has again closed its Columbia campus to faculty and staff due to flooding.
Columbia is also still under a boil water advisory, meaning all water must be boiled for a minute before cooking or drinking.
And classes have been canceled for the entire week.
Authorities in South Carolina are still working to stabilize a Richland County dam that was compromised as a result of historic flooding.
South Carolina was soaked by what experts at the National Oceanic and Atmospheric Administration called a “fire hose” of tropical moisture spun off by Hurricane Joaquin, which mostly missed the East Coast.
“I think they thought they were done for”, said John Winges, one of the rescuers.
Officials are still concerned about flooding from rain-swollen rivers in the eastern part of the state.
The Georgetown area would start to flood over the next 12 hours and the increased water levels would last upwards of 12 days.
